…and Republicans Announce their “Strategy.”

The Hidden … Deadly … Hook: The Immense Power of a “Line-Item Veto”

Any fisherman will tell you when you set your hook inside the bait, the deadly, sharp pointed hook must be hidden so the fish ingests its own death, all the while expecting a good meal instead. Put another way, the book of Proverbs states it thus…

Surely in vain the net is spread in the sight of any bird. – Proverbs 1: 17

In context, the passage says people who are untrustworthy HIDE their real intent and prepare their weaponry of deceits for their agenda. If they did not hide their deceits, people would catch on to them and stop them in their tracks. That’s the point.

I have spoken to several Republicans in our state Assembly and in our state Senate. NOT ONE mentioned what I’m calling here “the deadly hook.” So, what is this “deadly hook?”

It’s called the line-item veto, an extremely powerful device a Wisconsin governor can use to sign on to legislation he wants but veto particular lines of the legislation he doesn’t like… provided there is a monetary appropriation attached to the bill that’s before him.

And in the original AB 1 there is an immense amount of “monetary appropriation” attached to the bill, unless someone thinks $100 million dollars doesn’t count. But of course, it most certainly does… It empowers the line-item veto, among other things.

[Make sure you read this exposé to the very end to find the three bills WE NEED THE SENATE TO PASS, which were stripped out of AB 1.] Prediction: Vos is leading the rest of the Republicans in saying “Ah, they have no chance of passing.” REPLY: If not … neither does a renewed AB1 have any chance to pass WITH THE 3 provisions included (listed below).

Here’s the Republican “Strategy” … Brought to you by – as always – Assembly Republican Leader Robin Vos (who else?)

Here’s my summation of Republican naivete: I call it a summary “official version” as it has been related to me in one form or another.

“We Republicans need to recognize the Governor has veto power (but we either do not admit or fail to understand he can utilize line-item veto power because we never mention it to our constituency). So, we move on with the “understanding” (aka “fiction” – editor’s note here, you the reader, be the judge) that we can pass the massive institutional framework necessary to carry out the preparations for implementing Covid directives, which is exactly what AB 1 is designed to do. And we will include the three protective provisions. So, we will get what we want, and the Governor can do a “victory lap” for what he wants.”

Since AB 1 includes a massive $100 million appropriation for said “directives” that makes this bill available for line-item veto power by the Governor. Any guesses WHICH provisions he will line-item veto?

That is the naivete of the Republicans AT BEST! Since they do not seem to understand the real power of the line-item veto, they appear to be naïve all the while chastening some of us as if we were naïve. My question is: how many of these alleged naïve Republicans are really attempting to deceive us?

Summary:

AB 1 originally included three popularly desired/needed protections AGAINST forced vaccinations and AGAINST enforced (illegal) prohibitions of public gatherings, including churches. These protective provisions were stripped by the state Senate along with some others.

We now have the Republicans under the leadership of Robin Vos, promising to put the three provisions back into a bill which would give the Governor what he wants in this massive appropriation of power and money. And they promised to include the three provisions that would protect us from forced vaccinations.

Given what you now know about line-item veto, can you see the hook inside the bait? They hope to arouse public support to get some version AB 1 passed by both houses of the state legislature, WITH the huge 100-million-dollar appropriation attached, knowing Evers will line-item veto the 3 provisions and go on to pass the remainder of the bill into law.

The Problem: AB 1 is, in the main, a monstrosity designed to place the Covid framework in place with respect to schools, healthcare, state compensation, worker claims and benefits, standards and credentials of individuals who come to Wisconsin to help the State manage healthcare during the unusual Covid epic… a whole laundry list of issues constituting the reframing of Wisconsin’s institutional existence.

So, the Republican strategy is to give the Governor his “victory lap” (their wording) so we can have this institutional monstrosity thrust upon us. And what do we get in return?

We get his criminal oath-breaking enactments and unconstitutional mandates, complete with economic shut down, inflationary appropriations, a frightened, alienated factionalized citizenry, complete with loss of jobs, and the violation of our constitutional protections/freedoms.

What a deal.

The three state Senate bills we need NOW.

Originally AB 1 contained the three briefly stated protective measures WE WANT. The state Senate stripped them out of the original state Assembly Bill (AB 1). However, due to the heroic efforts of Senator Jacques, the three NEEDED protections ONLY will go before the state Senate this coming week for a vote. These protections, incidentally, SHOULD ALREADY BE PROVIDED under the Wisconsin State Constitution and the United States Constitution. Reciting the Constitution of the state and of the United States has gone NOWHERE in protecting us (Imagine that!). Here are the protections we now need your voice for our state Senate to pass:

SB 4 – This bill will prohibit state and/or local officials from mandating Covid 19 vaccination.
SB 5 – This bill will prohibit employers from mandating the Covid 19 vaccine as a condition of employment.
SB 7 – This bill will prohibit local health officials from closing or prohibiting public gatherings, including places of worship.

But of course, Republicans do not want to support JUST (and ONLY) these three protections. Their “strategy” is to give this unpopular governor a “victory” so that he will pass the whole of the legislation.

Therefore, it is time for an inundation – a veritable flood – of emails, phone calls to your state senators and state assembly reps. DO NOT THREATEN ANYONE when you contact them.

You must act for these three Senate bills are an attempt to do legislation in the upright and honorable way. They were passed by the Senate committee before whom I testified, alongside many others. They will go to the Senate floor for a vote next week.

The reason these three bills exist at all is because there has been a deluge of people expressing their disgust with the Republicans and Democrats in our State Capitol, especially however, behind-the-back treason’s and treachery – the constant failures- of the Republicans who control both houses of the legislature. This has especially aroused disgust. With both houses in the control of the Republicans they still cannot/will not stop this radical Governor.

The reason they do not stop this Governor is because they are led by the assembly Speaker Robin Vos who has thwarted EVERY ATTEMPT to rein in this Governor.

Support these three State Senate Bills:

Express your SUPPORT for Senate Bill 4 which prohibits state of Wisconsin and any local medical officer from enforced vaccinations.
Express your SUPPORT for Senate Bill 5 which prohibits an employer from mandating vaccinations as a condition of ongoing employment of any employee.
Express your SUPPORT for Senate Bill 7 which prohibits any state or local medical officer from closing public gatherings, including churches.

Exert your influence NOW:

Statistically, senators and reps know that for every contact you make there are many perhaps as many as 70 people who feel the same way you do who did not take the time to contact them.
Armed with that knowledge, email your State Senator, AND call him/her and leave a message telling them to support the three bills: SB4, SB 5, SB 7
Tell him/her you are watching how they vote. Tell them to write you to explain in letter form, how they voted and why.
Contact everyone you know in Wisconsin and give them this letter and briefly outline for them what the bills are and where they can find their State Senator on the map at VisionViewpoint.com.
Tell everyone you know to contact people outside the state of Wisconsin they know and asked them to share this information with anyone in Wisconsin that THEY know. This does two things: it gives hope to the people in other states who can begin to do the same thing in their state AND allows them to contact people in Wisconsin to help us in our fight here.
Make sure you tell your Republican Senator you know about the governors line-item veto and that any DEPENDENCE upon a massive bill like AB 1 will fail to provide the protections because of that line-item veto power the Governor.
Act now. This is January 23, 2021. The Senate may vote as early as Monday or Tuesday. AROUSE everyone you know… There is no waiting on this. If these three bills pass, we are protected against the ultra-wealthy perpetrators of the Covid vaccine who stand to make literally billions of dollars with the vaccines. We need to be protected by the state Senate from these ultra-wealthy greed- mongers like Gates, Fauci, and Evers.
